At least in the same sense that Prey (2006) and Prey (2017) are part of the same series. Basically the publisher owns the Urban Chaos IP and passed it on to Rocksteady to make use of it. They at least share some similar themes of playing as a special police officer who uses both lethal and non-lethal means of subduing crazed gang members.

It was one of those games that once you start, you just have to beat and wont stop till you do.Its got good graphics and there is plenty of gore. Reasonably challenging with the ability to increase difficulty further once you complete the game with the unlock able 'terror level'.Speaking of unlocking things, there are plenty of goodies that open up as you progress making it interesting to revisit levels to continue to earn medals and unlock more goodies:)Overall very enjoyable and sadly not widely available yet, so snatch it up when you find it.
